PostHeaderIcon Lack of Warning System Hindered Scientists Who Saw Early Threat of Tsunami

Dec. 28--CHICAGO -- With a killer tsunami bearing down on Sri Lanka and India at airliner speeds, an effort to save thousands of lives came down to a handful of overworked employees in Hawaii trying to telephone government officials they did not know and did not know how to reach.

For 40 years, governments around the Pacific Ocean have known the giant waves caused by massive undersea earthquakes could reach across thousands of miles of ocean and devastate coastal areas, and they had prepared accordingly.

Not so around the Indian Ocean, where tens of thousands of people were killed by a wave hundreds of miles long that erupted from the ocean early Sunday morning.

Technology had given scientists a warning of the potential danger, but they had no way to get it to the people in the wave's path.

Only after the first waves hit Sri Lanka did workers at National Oceanic and Atmospheric Administration's Pacific Tsunami Warning Center and others in Hawaii start making phone calls to American diplomats in Madagascar and Mauritius in an attempt to head off further disaster. The U.S. ambassador to Sri Lanka, Jeffrey J. Lunstead, called Hawaii for more information. Military officials in the Pacific were called and asked to relay warnings to U.S. forces in the Indian Ocean.

"We didn't have a contact in place where you could just pick up the phone," Dolores Clark, spokeswoman for the International Tsunami Information Center in Hawaii said Monday. "We were starting from scratch."

The first hint of trouble came within 30 seconds, when fast-moving shockwaves would have reached the nearest seismograph. The scope of the threat then grew with each new seismograph they reached, each one building a larger picture of what had happened.

By geologists' calculations Monday, the shock sent as much as 45 feet of the Indian tectonic plate lurching at once under the Burmese plate, far beneath the Indian Ocean. At the bottom of a trench nearly five miles deep, the Burmese plate would havesuddenly popped up as much as 30 feet.

A force strong enough to move continents set in motion a 600-mile long wall of water still moving around the world a day later, sloshing into different oceans in a diminished state.

If the earthquake and subsequent destructive wave had originated in the Pacific Ocean, NOAA would have taken just minutes to employ its extensive system of tide gauges -- and a warning protocol dating to 1965 -- to issue an alert to 26 participating countries bordering the Pacific.

In the Indian Ocean, there is a far less extensive history of tsunamis and no such warning system. Only three of the countries that happened to be members of the Pacific alert system were warned_Australia, Thailand and Indonesia.

"There were some attempts," Clark said.

But it appeared none of them were effective. "It all happened so fast. There simply wasn't enough time," she said.

Within 13 minutes, the first speeding shockwaves from Sunday's massive undersea earthquake hadbounced needles on enough of the nearest seismographs to pinpoint the shock's birthplace_near Sumatra in the Indian Ocean. Soon after, the size of the quake that shook the wave into life was revealed -- 9.0 on the Richter scale.

The implications of the tsunami's fury were calculated on the wrong side of the world, in Honolulu and in the foothills of the Rocky Mountains in Golden, Colo.

Just across the international dateline at the International Tsunami Information Center in Honolulu and in the nearby Pacific Tsunami Warning Center in Ewa Beach, Hawaii, both part of the U.S-based NOAA, the risk of impending disaster became clearer with each passing minute.

In a cinderblock shack overlooking Mamala Bay a half-hour west of Honolulu, the two employees on duty at the warning center Saturday night knew within minutes that an earthquake of at least 8.0 magnitude had struck the ocean floor just west of Sumatra.

Even though no part of the Pacific basin was threatened, the tsunami information center sent an advisory to Pacific Rim countries about the neighboring threat within 15 minutes.

Within a half-hour of the undersea quake, scientists from the United States Geologic Survey in Colorado had calculated that the earthquake was at least an 8.1 on the Richter scale, said regional coordinator Mark Petersen. It was upgraded to a probable 8.6 quake fifteen minutes after that, he said.

In Hawaii, warning center geophysicist Charles McCreery was paged away from a family Christmas dinner, arriving at the center as a second advisory upgrading the likely strength of the quake to 8.5 was sent out.

"If there had been a warning system for the Indian Ocean, a lot of lives could have been saved," he said.

But nothing in the Pacific Rim was threatened, he reasoned at the time, and besides, an ocean as big as the Pacific can absorb earthquakes as big as 8.5 magnitudes without generating damaging tsunamis. The thinking was that the Indian Ocean would behave likewise.

"We weren't real concerned at that point," McCreery said.

But some 45 minutes later, the wall of water climbed out of the ocean, crashing against Sri Lanka and, soon afterward, India's East Coast.

"It wasn't until initial news reports in Sri Lanka that we went: 'Uh-oh, this is worse than we thought,' " McCreery said.

Seismologists later determined the undersea earthquake's magnitude was worse even than upgraded estimates. At 9.0, it was the worst in recorded history in the Indian Ocean, and had started that ocean's worst recorded tsunami. Echoes of the shock will likely ring for weeks through the earth's crust, which is vibrating as if it were a church bell.

In the Pacific Ocean, the United States uses a system of six deep-water buoys deployed from the Alaskan coast to Mexico to confirm a tsunami has formed from earthquakes detected by ground-based seismometers.

Bayangkan dunia hiburan tanpa gosip.Ada yang merasa ia ibarat lagu tanpa irama.
Bagaimanapun Datuk Jins Shamsuddin melihat gosip sebagai satu unsur perosak kepada kesejahteraan dunia hiduran.
Inilah ?buah tangan? pertamanya ketika melangkah masuk menghadiri sidang Dewan Negara sebagai seorang Senator.
Rabu ialah hari pertama Jins Shamsuddin menghadiri sidang itu.Beliau juga adalah seniman pertama yang dilantik ke
jawatan itu untuk mewakili industri seni dan hiburan tanahair.
Ketika menyertai perbahasan Rang Undang-Undang Perbekalan 2005 beliau membuat cadangan yang agak mengejutkan
iaitu meminta Kementerian Keselamatan Dalam Negeri agar meneliti semula ruangan gosip di media tempatan yang disifatkannya
lebih banyak `melaga-lagakan' seniman dalam dunia hiburan.
Seniman veteran itu berkata ruangan gosip tidak mempunyai banyak kebaikan selain memecah-belahkan artis seperti yang
banyak berlaku sekarang.
"Contohnya macam satu kes seniman kita baru-baru ini, yang tak payahlah saya sebutkan namanya, sepatutnya tidak perlu
ke mahkamah, tetapi akhbar-akhbar menyiarkan berita yang melaga-lagakan mereka. "Malah pernah terjadi juga satu
pasangan seniman hampir bercerai-berai kerana gosip," katanya .
Oleh itu katanya, sewajarnya kementerian yang terbabit mempertimbangkan untuk tidak membenarkan lagi media daripada
menyiarkan gosip dunia hiburan tempatan.
"Sebaiknya tidak diadakan ruangan ini kerana mula-mula mengata, kemudian mengumpat, dan akhir memfitnah.
Sedangkan memfitnah itu lebih besar dosanya daripada membunuh," katanya.
Jins juga berkata pengalamannya di Iran baru-baru ini mendapati kerajaan negara itu tidak membenarkan ruangan gosip
dimuatkan di dalam akhbar mereka kerana berpendapat ia boleh menjatuhkan imej dan kredibiliti penggiat seni.
"Mereka juga berpandangan ruangan seperti ini hanya memecah belahkan masyarakat," katanya.
Beliau juga turut menyentuh mengenai isu `local content' di dalam program-program iklan yang disiarkan di televisyen
sekarang yang sudah semakin luntur unsur tempatannya.
"Dulu ada peraturan yang meletakkan syarat dalam setiap iklan mesti ada 80 peratus unsur tempatan dan hanya 20
peratus unsur luar, tetapi sekarang sudah dimansuhkan. Kita bimbang lama kelamaan generasi muda kita akan hilang
jati diri jika ini dibiarkan," katanya.

LONDON (Reuters) - A file-sharing program called BitTorrent has become a behemoth, devouring more than a third of the Internet's bandwidth, and Hollywood's copyright cops are taking notice.

For those who know where to look, there's a wealth of content, both legal -- such as hip-hop from the Beastie Boys and video game promos -- and illicit, including a wide range of TV shows, computer games and movies.

Average users are taking advantage of the software's ability to cheaply spread files around the Internet. For example, when comedian Jon Stewart made an incendiary appearance on CNN's political talk show "Crossfire," thousands used BitTorrent to share the much-discussed video segment.

Even as lawsuits from music companies have driven people away from peer-to-peer programs like KaZaa, BitTorrent has thus far avoided the ire of groups such as the Motion Picture Association of America. But as BitTorrent's popularity grows, the service could become a target for copyright lawsuits.

According to British Web analysis firm CacheLogic, BitTorrent accounts for an astounding 35 percent of all the traffic on the Internet -- more than all other peer-to-peer programs combined -- and dwarfs mainstream traffic like Web pages.

"I don't think Hollywood is willing to let it slide, but whether they're able to (stop it) is another matter," Bram Cohen, the programmer who created BitTorrent, told Reuters.

John Malcolm, director of worldwide anti-piracy operations for the MPAA, said that his group is well aware of the vast amounts of copyrighted material being traded via BitTorrent.

"It's a very efficient delivery system for large files, and it's being used and abused by a hell of a lot of people," he told Reuters. "We're studying our options, as we do with all new technologies which are abused by people to engage in theft."

FOR GOOD OR EVIL

BitTorrent, which is available for free on http://bittorrent.com, can be used to distribute legitimate content and to enable copyright infringement on a massive scale. The key is to understand how the software works.

Let's say you want to download a copy of this week's episode of "Desperate Housewives." Rather than downloading the actual digital file that contains the show, instead you would download a small file called a "torrent" onto your computer.

When you open that file on your computer, BitTorrent searches for other users that have downloaded the same "torrent."

BitTorrent's "file-swarming" software breaks the original digital file into fragments, then those fragments are shared between all of the users that have downloaded the "torrent." Then the software stitches together those fragments into a single file that a users can view on their PC.

Sites like Slovenia-based Suprnova (http://www.suprnova.org) offer up thousands of different torrents without storing the shows themselves.

Suprnova is a treasure trove of movies, television shows, and pirated games and software. Funded by advertising, it is run by a teen-age programmer who goes only by the name Sloncek, who did not respond to an e-mailed interview request.

Enabling users to share copyrighted material illicitly may put Suprnova and its users on shaky legal ground.

"They're doing something flagrantly illegal, but getting away with it because they're offshore," said Cohen. He is not eager to get into a battle about how his creation is used. "To me, it's all bits," he said.

But Cohen has warned that BitTorrent is ill-suited to illegal activities, a view echoed by John Malcolm of MPAA.

"People who use these systems and think they're anonymous are mistaken," Malcolm said. Asked if he thought sites like Suprnova were illegal, he said: "That's still an issue we're studying, that reasonable minds can disagree on," he said.

GOING LEGIT

Meanwhile, BitTorrent is rapidly emerging as the preferred means of distributing large amounts of legitimate content such as versions of the free computer operating system Linux, and these benign uses may give it some legal protection.

"Almost any software that makes it easy to swap copyrighted files is ripe for a crackdown BitTorrent's turn at bat will definitely happen," said Harvard University associate law professor Jonathan Zittrain. "At least under U.S. law, it's a bit more difficult to find the makers liable as long as the software is capable of being used for innocent uses, which I think (BitTorrent) surely is."

Among the best legitimate sites for movies and music:

-- Legal Torrents (http://www.legaltorrents.com/), which includes a wide selection of electronic music. It also has the Wired Magazine Creative Commons CD, which has songs from artists like the Beastie Boys who agreed to release some of their songs under a more permissive copyright that allows free distribution and remixing.

-- Torrentocracy (http://torrentocracy.com/torrents/) has videos of the U.S. presidential debates and other political materials.

; -- File Soup (http://www.filesoup.com) offers open-source software and freeware, music from artists whose labels don't belong to the Recording Industry Association of America trade group, and programs from public television stations like PBS or the BBC.

-- Etree (http://bt.etree.org) is for devotees of "trade-friendly" bands like Phish and the Dead, who encourage fans to share live recordings, usually in the form of large files that have been minimally compressed to maintain sound quality.
